Version and Change-Control Policy

UCE uses semantic-versioning principles for the framework: major versions identify breaking changes to core verification requirements, minor versions identify backward-compatible additions, and patch versions identify clarifications or non-breaking corrections. Historical records are interpreted under the version they declare.

Proposed changes should be traceable through a dated review record or tracked repository branch and made public when an accessible public tracker is available. Changes accepted into a published version must be summarized in the change log. Technical claims require implementation review; legal or evidentiary claims require appropriate legal review before being presented as settled.

Contribution and Review

The current public submission channel is the feedback email above. An unauthenticated public issue tracker and public pull-request process have not yet been established. Submission does not guarantee adoption. The organizational maintainer decides whether a proposal enters the public draft and documents accepted changes in a dated change log and repository history.

Contributors must identify material personal, financial, employment, implementation-provider, or institutional interests relevant to a proposal. A broader independent conflict-of-interest policy and recusal process have not yet been adopted and remain an institutional-readiness item.

Reports about this static framework website or a possible security issue in publicly described UCE verification materials may be sent to help@cbyuce.com with the subject line [Security] UCE Framework Report. Do not include private keys, credentials, private user data, or an exploit that exposes third-party data in an initial message.

This channel is not an external security audit, bug-bounty program, guaranteed response-time commitment, or proof that a provider-independent verifier has been reviewed. See the responsible-disclosure guidance.

Reports involving unauthorized uploads, impersonation, competing claims, correction requests, legal requests, or possible signing-key compromise follow the published case-handling procedure.

Documentation License and Reserved Rights

The UCE specification and related framework documentation are licensed under CC BY 4.0. The UCE name, symbol, trademarks, mark assets, mark-usage rules, Site code and design, legal policies, patent rights, and third-party materials are excluded. No patent or software license is implied.

Governance Not Yet Claimed

  • No independent standards body or multi-stakeholder governing council has approved UCE.
  • No external conformance authority, certification program, or accredited auditor has been established.
  • No formal appeals panel or comprehensive conflict-of-interest and recusal policy has been adopted.
  • No WIPO, national-office, or other governmental sponsorship, affiliation, certification, or endorsement is claimed.
